Project Description:
As part of a consortium, we supported the development of Nigeria’s National Electrification Strategy and Implementation Plan (NESIP), an initiative aimed at achieving universal electricity access by 2030. For Phase 1 Vista Advisory Partners led the sub-national readiness assessment across all 36 states and the FCT. This involved collecting and analysing data on policy, infrastructure, funding & investment, capacity, and energy access to gather inputs and establish a strong evidence base for the Phase 2 and 3 of the project.

As part of a consortium, we conducted a comprehensive study on the sustainability of Nigeria’s telecommunications sector, assessing its current state and the way forward. The study also examined the sector’s financial viability, ensuring that tariff adjustments support industry sustainability while maintaining accessibility for all income groups. Vista Advisory Partners supported the Rural Electrification Agency, in partnership with the World Bank, to deliver Phase 1 of the National Electrification Strategy and Implementation Plan (NESIP) under the Electricity Act 2023. The assignment included a nationwide household energy access survey across all 774 LGAs (6,000+ households) using the World Bank Multi-Tier Framework, a comprehensive state readiness assessment, development of the national energy access dataset, detailed analytical reporting, and deployment of real-time monitoring dashboards to enable data quality assurance and evidence-based electrification planning.

Vista Advisory Partners supported the University of Massachusetts under the Energizing Economies (E-GUIDE) initiative to assess latent electricity demand and socio-economic activity across 79 markets in 28 Nigerian states, covering 193,384 SMEs. The project quantified unrealized electricity consumption due to unreliable grid supply and costly backup generation through shop-level energy audits conducted before and after mini-grid deployment. Vista captured detailed load estimates, energy mix, consumption patterns, expenditures, and socio-economic baseline data. Vista Advisory Partners was engaged by Sustainable Energy for All (SEforALL) under the Energy Transition Office to deliver a statewide Diesel Genset Study across all 20 LGAs in Lagos State. The study established baseline estimates on generator ownership, usage, grid connectivity, energy costs, and environmental and health impacts, while assessing readiness for solar alternatives. Vista designed survey instruments and a digital data collection platform, surveying 6,000 households using stratified cluster sampling and 240 MSMEs using verified enterprise listings. The team also built a centralized data warehouse with automated quality controls, real-time monitoring, and executive dashboards to visualize capacity, fuel use, cost burdens, and transition indicators—producing structured outputs to inform Lagos State’s integrated energy planning and policy decisions.
